Books; manuscripts; video tapes; films; printed music; printed objective test material used by or in behalf of educational institutions; printed educational reference charts (i.e., periodic tables, botanical or zoological tables, maps for educational reference); sound recordings; looseleaf pages and binders of medical information sent to medical personnel or institutions; computer disks and manuals.

  8. Magazines do not qualify as Special Fourth Class material. These have advertisements which are prohibited for this class of mail. (Books, however, with page advertisements which relate to other book offerings are acceptable.)
